Dear Mr. Van Buren:

As you know, Stericycle Inc. purchased IES on December 10th, 2001. At that time, the incinerator on High Street in Oakland ceased operation. As you and I have discussed, the company has no plans to resume operation of the incinerator. Therefore we have no intentions of renewing any permit associated with the operation of the IES incinerator, nor do we intend to perform any testing which may be required as a condition of the granting of such permits.
