Protesters at Midway Village

Residents and Former Residents Unite

Midway Village is a housing complex located in Daly City, between the Cow Palace and Highway 101, adjacent to the Pacific Gas and Electric Company (PG&E) site. Midway Village was built in the late 1970's and is owned and operated by the San Mateo County Housing Authority. The 150 units are occupied by 1200 people, primarily people of color.

The Midway Village complex is adjacent to Bayshore Park, which provides open space and recreation area for families in Midway Village as well as the adjacent day care center and elementary schools. Bayshore Park is also host to organized outdoor sports activities for children in the general area.

Unfortunately, Midway Village and Bayshore Park are contaminated with toxic substances, notably polynuclear aromatic hydrocarbons (PNAs), a class of compounds of which many are known carcinogens. Midway Village was built on land heavily contaminated with toxic chemicals from the neighboring PG&E site.

Residents were never warned of the contamination when they moved into Midway Village.

Investigation and remediation activities due to the toxic contamination began at the PG&E Martin site in the early 1980s. Similar activities were conducted at Midway Village and Bayshore Park from 1990 through 1994. Some removal of contaminated soil took place in Midway Village and Bayshore Park, but the primary "remediation" consisted of construction of patios over contaminated soil at the dwellings. Many housing units were built on soil which remains contaminated. The DTSC has not properly cleaned the site.

Exposure to contaminated soils was unrestricted for many years. Children played in the toxic soil and residents grew vegetables for home consumption. Residents began complaining to DTSC of cancers, tumors, body rashes and sores, bloody noses, and respiratory problems in 1990. These problems continue.

The State Department of Toxic Substances Control (DTSC) has just approved a drainage improvement project at Bayshore Park which will involve the excavation of contaminated soil, again exposing already impacted residents to toxic fumes.

Residents and former residents of Midway Village have united to demand justice:

  • DTSC, PG&E, Housing Authority, USEPA, Daly City and other agencies should work together to permanently relocate all Midway Village residents;
  • No excavation of toxic dirt until all residents are relocated;
  • Health care for life for current and former residents;
  • Just compensation
