Are Diesel Fumes and Dust Emissions From the Rock Quarry a Nuisance For You? Bring BAAQMD Inspectors to San Rafael and Make Them Do Their Job! The San Rafael Rock Quarry has a permit from the Bay Area Air Quality Management District THAT PROHIBITS PUBLIC NUISANCES. The permit states that "This operation shall not emit emissions in sufficient quantities as to cause a public nuisance..." (permit condition 15857 #9). Many residents believe the dust clouds and diesel fumes that are emitted from the quarry's property are a public nuisance.
